Dissertationsprojekt

The Role of NGOs in Politicising European Security

The dissertation project analyses the involvement and engagement of NGOs in three counter-terrorism policy processes: The EU Data Retention Directive, the EU PNR Directive and the EU Terrorist Content Online Regulation. The main question that drives the thesis reads as follows: “What role do Brussels-based and national NGOs play in politicising European security – by taking the policy field of EU counter-terrorism into account?” These specific non-institutional actors are highly underrepresented in research on EU security as well as on politicisation. Politicisation is understood as a process of drawing an issue discussed behind closed doors in the public sphere and making it part of public deliberation. To study the role of NGOs, three strategies present in interest group literature voice (outside lobbying), access (inside lobbying) and litigation (as legal means) are scrutinised in detail and linked to politicisation. The main finding of the project is, that politicisation processes are distinct across the three examined policies. While NGOs succeeded in drawing the EU data retention directive in the public realm, the politicisation connected to the other two policies looks quite different.
