Higher education institutions (HEIs) have played a key role in modern democratic societies that prized knowledge production as a primary source of economic growth and social development. The emphasis governments place on HEIs is visible in national and supranational (i.e. World Bank, OECD, EU) policies and discourses, ranging from innovation to diplomacy to refugee integration. This attention and multiple roles has resulted in significant ideological and structural changes in the governance of HEIs, as well as influenced the relationship between society and higher education/science. In this course we will examine the ‘traditional’ governance of HEIs, recent changes to how governance is enacted, the role of traditional and new actors in the governance process, as well as look at how current trends (e.g. populism and polarization, ‘post-truth’, internationalization, immigration) are specifically influencing HEI governance, and more generally, how they influence the role of science in democratic societies.
