EU und Global Governance: European Security




This seminar concentrates on the emerging digitalization of European security as a policy field. In this vein, recent EU strategies, approaches, and measures on various “security challenges” will be analyzed. The seminar works with two theoretical perspectives that will be scrutinized in the first part: Securitization Theory and the concept of politicization. In the second part, we are going to examine different actors – EU institutions, authorities, agencies, and non-governmental actors – that are participating and working in the field. In the third and last part attention is given to distinct issue areas like the handling of personal data of EU as well as third state citizens, the role of digital surveillance in mobility and migration and the protection of digital infrastructure. To name a few keywords in this regard: FRONTEX, Passenger Name Records, data retention and terrorist content online will be discussed.
